get a deal that will prevent us from going off the fiscal cliff and probably going to be a deal that the white house will be happy with. i think it's increasingly clear that the white house has the upper hand, they're better off if -- they're better off than republicans if we go over the fiscal cliff. they have leverage from the campaign. that's the directionion -- speaker boehner today kept the door open to raising rates on the wealthy as part of a negotiating plan. >> at the white house, what are you hearing as to how much flexibility the president thinks he has? >> it's interesting. i had an interesting conversation yesterday with senator sheldon, white house democrat from rhode island, on the senate budget committee, he said look if we go through january 1st without a deal, it's not the end of the world. it will be the end of the world if they never get resolved. if they don't get resolved until mid january or february we'll be okay. from the white house and democrats we want a deal but not afraid to go past this deadline without a deal as susan said, they know they have the upper hand and waiti

tells you there are last-ditch ways to avoid full-fledged fiscal cliff. >> chris cizilla, what about bringing up the debt ceiling as they did in this opening bid for the white house. they say that this has to be part of any agreement. the president does not want to face this couple of weeks down the road in january. >> and understandably so, andrea, but i -- i guess you never say never, and so let's put it there. i can't imagine that republicans would give on this -- this is something that has always been done by congress. push back and say something always done by congress and until the last few years was never controversial in the least and looks like it will be controversial certainly the next debt limit in late february, early march. i can't imagine, it seems like a bridge too far. it seems like you put it out there, and use it knowing you're not going to get it, use it as one of the concessions you're willing to give to get to a deal. i'm with chuck. i still remain somewhat optimistic, but i do think there is -- you can make a political argument that going over the fiscal cliff, may be in democrats' best political interests. now that takes aside the entire d

believe president obama, the white house, congressional democrats, want to go over the fiscal cliff because they believe that it is more politically advantageous for them to do so. is that a sentiment you agree with or not? >> i believe that the president and the democrats see a political victory at the bottom of the fiscal cliff. i see financial problems for our country at the bottom of the fiscal cliff with unemployment over 9%, and another recession. i think -- i want to find a solution working with people on both sides of the aisle but when you have howard dean, the former chairman of the democratic national committee, you have patty murray, who ran the democratic senatorial committee encouraging going over the cliff i think it's irresponsible. i think we ought to have the president sitting down with john boehner, finding solutions that can, one, pass the house, and, two, be signed by the president, and i believe if you find that solution, it will pass the senate. >> senator john barrasso, thank you for your time. >> thank you. >> next on "andrea mitchell reports" -- as the hous
